When a Commercial Roof Needs Replacing

Common reasons to replace a commercial roof include saturated insulation across large areas, repairs that keep failing, a deteriorated deck, a system at the end of its service life, and a change in the building’s use. The right approach depends on the roof’s condition, the building’s requirements, and a site survey. Some roofs can be repaired or recovered instead.

    • Widespread saturation. When insulation across large sections has absorbed water rather than just one isolated spot, drying it out or patching around it stops being a real option. The wet material itself has to come out.
    • Repeated repairs that no longer hold. A roof that keeps needing repairs is telling you something another repair won’t fix: the membrane is past the point where patching keeps up with new failures.
    • Deck or structural deterioration. This changes the calculation entirely. A membrane can look sound while the substrate underneath it has started to fail, and no amount of surface repair addresses that.
    • A system at the end of its service life. It shows different signs: widespread brittleness, seams failing across the whole roof rather than at one point, and material that has simply used up its working life, however well it was maintained.
    • A change of use. This is different from the other four. Replacement here isn’t about failure. It’s about the building’s requirements changing: occupancy, equipment loads, or code requirements tied to the new use.

What a Roof Replacement Involves

A full replacement follows a consistent sequence, though the specifics shift depending on the building and the system chosen.

Survey and system selection

We assess the existing roof, the building's structure, and what's actually driving the need for replacement. A roof inspection documents the condition, and then we choose from the roofing systems we install based on slope, the building's use, and its exposure.

Tear-off or re-cover

A tear-off removes the existing roof down to the deck. A re-cover installs new roofing over an existing system, and only where the code allows it and the existing roof is dry and sound enough to serve as a base. NYC's Building Code generally bars a re-cover over water-soaked or deteriorated roofing, or where the roof already has two or more layers of roof covering. The survey establishes which applies.

Deck preparation

Any deterioration in the substrate gets addressed before anything new goes down on top of it.

Drainage and slope

Drainage is planned into the job from the start, before the membrane goes down, because correcting slope or drainage afterward is far more disruptive.

Insulation and cover board

These provide thermal performance and a stable surface for the membrane above.

Membrane installation

This is the visible part of the job, but it's one step among several, not the whole project.

Flashing and terminations

Flashing, terminations, and detail work matter as much as the field of the roof, since edges, penetrations, and transitions are where failures often start on a poorly executed install.

Site logistics run alongside all seven steps on an occupied building: staging materials without ground-level yard space, coordinating access, and scheduling around a business that’s still operating underneath the work.

Who Handles Approvals and Filings

Permit and filing requirements depend on the scope of the work. Under NYC Department of Buildings (DOB) rules, reroofing limited to the membrane, roof covering, and insulation above the deck may not need a DOB work permit, provided the NYC Energy Conservation Code doesn’t require additional insulation. Work that includes replacing the roof deck does. Other agencies, or related work such as sidewalk protection, may require separate filings. The owner should confirm what applies with their registered design professional before work begins.

Our role is to install the specified system, assembly, and details in accordance with any approved drawings. We don’t file for permits, obtain approvals, or handle that paperwork on the owner’s behalf. That responsibility sits with the owner and their design professional.
